Why A County Wide Library System?

Prior to 1998, about 54% of Lawrence County had to pay for a library membership.

Because of the membership fees, many county residents were not able to take full advantage of their local libraries.

In January 1998, a county wide library system was established. Thanks to the Lawrence County Commissioners, a one mill library tax was added into the county budget. This money will allow the three county libraries to expand and improve library service to all residents.

What Does A Federated Library System Mean To You?

It means that you can get a library card at no charge. You have access to all of the materials and services of the Frank Dickson Campbell, Elwood City Area and New Castle Libraries. Through the Access Pennsylvania program, you can use other libraries
throughout Pennsylvania. Mercer, Beaver, Butler, Armstrong and Allegheny libraries are just some of the locations that participate in the Access Pennsylvania Program. With technology upgrades at each library, you will be able to search holdings of all three
libraries.
